Scope of Work
The scope of this specialized maintenance project included:
Tower Structural Integrity Assessment and Torqueing:
- Comprehensive mechanical inspection and torqueing of all bolts and structural joints on the towers, ensuring compliance with OEM specifications and mitigating risks of structural fatigue and joint failures.
- Application of calibrated torque tools for precision tightening in line with telecommunication tower maintenance standards.
Aviation Light Replacement:
- Removal and replacement of faulty or non-compliant aviation obstruction lights in accordance with Nigerian Civil Aviation Authority (NCAA) guidelines.
- Installation of high-efficiency LED aviation lights with appropriate intensity and night-time visibility range.
Security Lighting System Upgrade:
- Decommissioning of outdated or non-functional perimeter and access security lights.

In partnership with Bafas Nigeria, Harmans Floreat Limited successfully executed a high-priority non-routine maintenance and infrastructure enhancement project across 50 Huawei-managed telecom sites located in Kaduna, Kano, and Abuja. Harmans Floreat Limited was engaged by Kemkol Integrated Services Ltd to carry out non-routine maintenance and civil infrastructure enhancement works across select IHS-managed telecom sites in Imo State. The objective was to reinforce site security, improve structural resilience, and restore degraded site components. The project was delivered within a strict 1-month execution window, demonstrating efficiency, quality, and compliance with industry standards.

The project covers diesel haulage to 65 active BTS sites in Rivers State, along with Third-Party Product (3PP) provisioning support for 150 additional sites, leveraging dedicated diesel dump infrastructure across Rivers.
Scope of Work
- Diesel Haulage to 65 ATC-Managed Sites:
Facilitating timely and compliant AGO delivery to 65 BTS locations within Rivers State through a robust logistics framework. All tankers deployed are DPR-certified, GPS-tracked, and calibrated, enabling real-time visibility, secure transport, and site-level delivery validation. - 3PP Diesel Dump Operation To ATC Managed Site:
Managing designated diesel dump depots located strategically across Rivers State and an adjacent state to support Third-Party Product (3PP) operations for up to 150 ATC sites. The dump sites enable bulk storage and efficient redistribution, ensuring a steady supply of clean AGO and reducing delivery turnaround times. - Fuel Quality Assurance & Product Monitoring:
All fuel sourced and delivered adheres to NMDPRA standards for AGO, with on-site filtration, quality testing, and anti-contamination controls implemented at both loading and dispensing points. Flow meter readings and digital logs are maintained for every transaction. - Fleet Dispatching and Route Optimization:
Deployed a centralized delivery coordination system to optimize haulage across both urban and hard-to-access rural BTS sites. The system integrates dispatch automation, route optimization algorithms, and live delivery status updates. - HSE and Compliance Management:
Operating under a stringent Health, Safety, and Environmental Management System (HSE-MS) in line with DPR and ATC safety frameworks. Harmans Floreat Limited was commissioned by Blue Chip Communication Limited to deliver comprehensive diesel haulage and third-party product (3PP) provisioning services as part of the ATC Managed Project. The assignment focused on supplying Automotive Gas Oil (AGO) to 52 telecom sites across Rivers State, with extended 3PP support across 198 additional sites in both Rivers and Bayelsa States.
Scope of Work
- Diesel Haulage to 52 Telecom Sites:
Executed just-in-time diesel delivery operations to 52 BTS sites distributed across urban and rural locations within Rivers State, using a fleet of calibrated and GPS-monitored tankers. Deliveries were based on site fuel demand projections, ensuring continuous generator operation and power uptime. - 3PP Diesel Dump Management (Rivers & Bayelsa):
Operated designated diesel dump hubs strategically located in Rivers and Bayelsa States to facilitate Third-Party Product (3PP) support. These centralized dump sites enabled efficient distribution of AGO to an expanded portfolio of 198 telecom sites, significantly reducing lead times and supporting site reliability metrics. - Fuel Quality and Integrity Assurance:

The contract focused on efficient fuel haulage, site-level delivery, and power continuity assurance for Huawei’s critical infrastructure.

Executed the end-to-end transportation and distribution of Automotive Gas Oil (AGO) to 150 BTS and MSC (Mobile Switching Center) sites across Cross River, Rivers, Akwa Ibom, and Abia States, using a fleet of calibrated, GPS-tracked tankers to ensure timely delivery with real-time visibility. - Strategic 3PP Diesel Provisioning – Abia State:

- Diesel Haulage & Delivery Operations:
Executed scheduled and emergency AGO (Automotive Gas Oil) deliveries to 70 Base Transceiver Stations (BTS) in Cross River State, and to high-priority MTN facilities (Friendship Centre and MSC) in Rivers State.
