PROJECT TITLE:
Diesel Tank Cleaning and Preventive Maintenance Across 318 ATC-Managed Telecom Sites
Harmans Floreat Limited was commissioned by Bluechip Communication Limited to conduct a comprehensive diesel tank wash and preventive maintenance exercise across 318 telecom sites managed by American Tower Corporation (ATC). These operations were carried out in Kwara and Osun States, with the goal of enhancing fuel storage hygiene, preventing generator failures, and sustaining reliable site operations.
The scope of the project focused on specialized fuel system maintenance and site-level operational hygiene, including:
Diesel Tank Cleaning (Tank Wash):
Draining of diesel storage tanks and temporary storage of fuel in approved containers.
Manual and mechanical cleaning of tank interiors to remove sludge, microbial growth, water accumulation, and rust.
Use of anti-corrosive agents and fuel system-compatible cleaning chemicals in line with environmental and safety standards.
Tank Inspection and Minor Rectification:
Visual and mechanical inspection of tank welds, joints, and outlet valves for integrity.
Sealing of minor leaks and replacement of faulty tank fittings where necessary.
Reporting of critical tank deterioration for further escalation.
Fuel Return and Site Restoration:
Safe reintroduction of filtered diesel into cleaned tanks.
Proper disposal of sludge and contaminated residue in accordance with environmental compliance guidelines.
Restoration of the site to operational condition with minimal downtime.
The project was executed across a total of 318 ATC-managed telecom sites in:
Kwara State
Osun State
All operations were conducted in compliance with ATC Nigeria’s site access protocols and diesel handling safety procedures.
Site Service Reports detailing the tank wash activities per location
Tank Condition Assessment Reports
Before-and-After Photo Documentation
Sludge Disposal Compliance Certificate
Final Project Execution and Completion Summary submitted to Bluechip Communication Limited
Improved fuel quality and generator efficiency across all 318 sites.
Reduction in generator downtimes and maintenance costs associated with contaminated diesel.
Mitigation of operational risks posed by microbial growth, rust, and sludge accumulation in diesel tanks.
Project executed safely, professionally, and in accordance with ATC’s operational standards and timelines.
Harmans Floreat Limited is currently delivering an integrated diesel logistics and fuel distribution solution for IHS Towers across Bayelsa State, a project that commenced in May 2025. With monthly throughput exceeding 150,000 litres of AGO, the operation supports uninterrupted power supply to critical telecom infrastructure in one of Nigeria’s most logistically complex and environmentally sensitive regions. The initiative is pivotal to sustaining site uptime and ensuring energy reliability across IHS-managed BTS locations.
Over 450,000 litres of AGO successfully delivered within the first 90 days of operation.
Achieved consistent fuel availability across all IHS BTS locations in Bayelsa, with zero unplanned downtimes reported.
Integrated fuel tracking and reconciliation systems established, enhancing delivery transparency and regulatory readiness.
Zero LTI (Lost Time Incidents) and 100% HSE compliance recorded since project inception.
Strengthening IHS’s operational resilience and power continuity across the Niger Delta telecom grid.
